Ubuntu: Limited cpupower policy


So the problem:

You see that the cpu supports up to 2GHz clock, but the policy seems to allow only the lowest 800Mhz, no matter which governor I set.

$ uname -roms  Linux 4.10.0-22-generic x86_64 GNU/Linux  $ lsb_release -a  No LSB modules are available.  Distributor ID: Ubuntu  Description:    Ubuntu 17.04  Release:        17.04  Codename:       zesty  

Is there a way to fix those seemingly incorrect policy limits?
