Ubuntu: Does NetworkManager Cache Managed Interfaces

Question:

Does Network Manager cache which interfaces to manage?

I listed eth0 in the /etc/network/interfaces to configure a static IP address but want to go back to just having NM manage it. I comment out the lines in the /etc/network/interfaces, save and restart, but NM doesn't seem to pick up managing the interface again. The /etc/NetworkManager/NetworkManager.conf file is pretty plain vanilla:

[main] plugins=ifupdown,keyfile,ofono dns=dnsmasq [ifupdown] managed=false

I know the managed=false tells NM to not manage any interface that is defined in the /etc/network/interfaces, but does it mean NM won't manage any interface that was ever listed in the /etc/network/interfaces file?
